For many years The Reverend Philip Wambsganss, pastor of Emmaus Lutheran Church, had experienced firsthand the challenge of providing adoption and family foster care services for placing homeless children into the families of the Lutheran community. Families in the Emmaus congregation had taken in the babies who had been placed on the church steps prior to services.

The babies arrived nearly every week. Thus, in 1901, he began a ministry to children which eventually became Lutheran Social Services. Over the past 105 years, by God's blessing, the ministry has grown and programs have been added as community needs have changed. Today, with the support of volunteers, donors and a dedicated staff, Lutheran Social Services helps individuals, children and families meet the special needs and challenges in their lives by caring for and serving people through the love of Jesus Christ, without regard to income or ability.
